Abstract

In the modern context of higher education development, when institutions face globalization, digital transformation, social inequality, and an increasing demand for pedagogical innovation, the issues of leadership and change management acquire particular significance. The higher education system of Zakarpattia, functioning within a unique socio-cultural and cross-border space, serves as an example of how the combination of pedagogical leadership and effective change management can become a driving force for educational modernization. Pedagogical leadership is aimed at fostering an academic culture oriented toward high-quality teaching, continuous professional development of educators, and the creation of an innovative learning environment. In turn, change management provides strategic planning, resource organization, and institutional adaptation to the challenges of the 21st century, which include both internal university transformations and integration into the European Higher Education Area.

Research findings indicate that the synergy of pedagogical leadership and change management contributes to improving educational quality, developing innovative teaching practices, strengthening digital competencies, and building inclusive learning environments. In the context of Zakarpattia, particular importance is attached to overcoming educational disparities, optimizing university governance, and ensuring institutional competitiveness at the national and international levels. The integration of leadership strategies and change management tools enables regional universities to develop effective models of growth based on the principles of academic autonomy, accountability, partnership, and continuous improvement.

Thus, pedagogical leadership and change management in the higher education system of Zakarpattia should be understood not only as instruments of governance but also as conceptual foundations of modernization capable of ensuring sustainable educational development, quality enhancement, and integration into the European educational space.
